Ability to reduce plan storage below the default
As an Aiven User
I want to lower the service storage to a value below the plan default
so that I can better adapt my resource utilisation to my workload for services that don't require as much storage

ive changed retention period and utilization is 10 percent but am in a situation when my switch to a lower plan wil get me even more storage from my current plan-
