Backup to another region for ClickHouse

As a developer, as a DR requirement, I would like to be able to restore the service from its backup in cases where the service's hosting region is down.

    We already saw in the past cloud provider can fail (GCP europe-west9 paris region) for long time (3 weeks here) we need to be sure backup are available cross region to be able to reconstruct our IT in case of need
