Support Logical replication from an existing RDS-PostgreSQL to Aiven PostgreSQL

Target: Aiven for PostgreSQL

Current status: Logical replication not supported, only dump & restore is supported for RDS
Need: Support logical replication to help smooth migration form RDS to Aiven PostgreSQL
